
THE PROBLEM
Why act now?
Loreto Bay, in Baja California Sur, is a critical wintering refuge and key breeding, feeding and reproduction area for the blue whale. In April 2025, a presidential decree converted Loreto into a deep-sea and cabotage port without consulting the community, opening the door to large international vessels.
Blue whales need between 4 and 8 tons of food per day. The underwater noise from cruise ships can reach 170 dB — equivalent to a rock concert — and interferes with their communication, navigation and breeding even when vessels are anchored.

What we're calling for
Indefinite suspension of cruise ships and large vessels in Loreto Bay from December to April, during whale season.
Studies on marine mammal distribution throughout the year and continuous monitoring of the impact of maritime traffic.
Implementation of underwater noise mitigation measures from the IMO: acoustic exclusion zones and early warning systems.
Review and update of the Loreto Bay National Park Management Plan based on the latest research.
